District 1
Gray
Allen - Elected in November 2006 to the PCWA Board of Directors.
He represents District 1, which includes most of the City of Roseville,
plus portions of unincorporated west Placer County. He resides
in Roseville. He is a long-time public relations consultant with
clients in agriculture, high tech, transportation, banking and
building products. He also held management positions in international
and corporate public relations. Mr. Allen is currently a board
member and past president of Roseville Crime Stoppers, and a board
member of the Roseville Police Activities League.
District 2
Alex
Ferreira - Elected in November 1998 to the PCWA Board of Directors.
Mr. Ferreira is serving on the PCWA Board for the second time.
During his 24 years (1971 to 1994) on the Placer County Board
of Supervisors, he also served as a director of the water agency
from 1971 to 1975. He represents District 2 which includes the
City of Lincoln, most of the City of Rocklin and areas of unincorporated
Placer County. He is also a former director of the Nevada Irrigation
District and the Gold Country Fair Board. He is a long-time member
of the Placer County Farm Bureau. He is a farmer and rancher in
western Placer County.
District 3
Lowell
Jarvis - Elected in November 1996 to the PCWA Board of Directors.
He represents District 3, which includes the City of Auburn, Town
of Loomis, part of the City of Rocklin and the communities of
Penryn, Newcastle and Ophir. He resides in Ophir. Mr. Jarvis holds
a Bachelor's degree in Biology from the University of California,
Santa Cruz, and a Master's degree in Public Administration from
California State University, San Jose. He works for the State
of California.
District 4
Mike
Lee - (2008 Board Chair) -- Elected in November 2000 to the PCWA
Board of Directors. He represents District 4, which includes part
of the City of Roseville and unincorporated areas of Placer County,
including Granite Bay. He resides in East Loomis. He has a strong
background in public service, having served twelve years on the
Placer County Board of Supervisors. Mr. Lee is the project manager
of the Twelve Bridges (master-planned community) in Lincoln.
District 5
T.
Otis Wollan - Elected in November 1987 to the PCWA Board of Directors.
Mr. Wollan is the senior member of the PCWA Board. He represents
District 5, an area that stretches from the western slope of the
Sierra Nevada to Lake Tahoe. The district includes the City of
Colfax and unincorporated areas of Bowman, Weimar, Foresthill,
Emigrant Gap, Soda Springs, Martis Valley and the Lake Tahoe area
communities. He resides near Colfax. Mr. Wollan is an organizational
development consultant and coordinator of the American River Watershed
Group. He is the author and publisher of several books on sustainable
home design and solar and energy-efficient housing.
